Very well put.
I agree that the decision to spam or not is primarily up to the PR professionals. You have to agree sites like Gorkana, PR Newswire, Cision and Vocus make it so easy to spam. Maybe these platforms need to reinvent themselve to work on the "relation" part instead of the "public" part of PR.
