Amanda, there is a big difference between building an authority site and building an authority social media profile using author rank. Furthermore, your site may still get penalized even if you are the super rock star at Google+ or Twitter. What makes Penguin 2.0 so special is that Google is now placing less weight on "brand", which is why we are seeing large brand and authority sites such as Dish.com, the Salvation Army, Educational Testing Service (ETS), and Daily Dot are some of the biggest losers in this update (check out this losers analysis by Search Metrics).

Of all three questions that you listed, I think the last one is the most important. I work with a few social media managers and I can't stress how important it is to have someone that can write to engage and "soft-sell" to the community.
