I agree - having a professional image is one of the most effective ways to engage a user, especially inside of Facebook.
Yes, unfortunately it is something that brands seem to do in the hope of it working where unfortunately, it doesn't. Engaging and building a community is the only way to build an audience who are not only engaging but buying into your business.
I have used Fiverr on many occasions and actually working with a designer on there now for an image. The most important thing to do when using Fiverr is to look at each person's ratings before chosing them to work with.
In regards to increasing fans and followers, the best way to do this is by building your brand and having an interested following, not one that has been specifically paid for, especially through a service like Fiverr. Highly recommend it for image designing!
