I think Themes and templates are responsible for a low quality website. It also make first impression on visitors and can be a measure cause of decrease of bounce rate.

I agree. Either a responsive design or a separate mobile version, every website needs one or other other at the least. Today, an increasing proportion of traffic is coming from mobile devices and it is not something businesses can afford to neglect any more.
